An Overview of Tripura Livestock development Agency:
Tripura Livestock Development Agency was established on 4th July, 2009 with a view to look after the Cattle & Buffalo development work under NPCBB. The existing infrastructure and manpower of earlier ICDP-I and II are utilized for the functioning of TLDA. The Governing body has been reconstituted with 8 members under the President ship of Hon’ble Minister, ARDD.
The TLDA caters the activities related to Cattle & Buffalo Development. It was established with following objectives:
a. To improve the production and productivity in cattle and buffaloes through improvement
of genetic merit of local cattle & buffaloes.
b. To uplift the socio-economic status of livestock farmers through increased income
generation from cattle rearing.
c. To bring awareness & advice the farmers on scientific cattle & buffalo rearing and AI
work.
d. To work intensively for the development of cattle t and buffaloes in state.
Monitoring Authority for TLDA
The Government in ARDD has reconstituted the Governing body as well as Executive body of TLDA for proper monitoring and implementation of the “Centrally Sponsored Scheme entitled National Project for Cattle & Buffalo Breeding”(RGM) vide as following:-

Brief activities of TLDA:
1. Up gradation of Non-descriptive cattle and buffalo of the state through Artificial
Insemination. Natural mating through improved bull in remote areas where AI facility is
scarce.
2. All the activities pertaining to NPCBB under the umbrella of Rashtriya Gokul Mission
(RGM) as per guidelines of Govt. of India
3. Supply of AI logistics like Frozen Semen straw, LN2, all AI equipments in all the AI
institutions and private AI workers in the state.
4. Regular training of professionals and AI workers outside and inside the state for skill up
gradation.
5. Refresher training for private AI workers inside the state.
6. Training of newly inducted private AI workers.
7. Organization of fertility management and awareness camp by expert professionals
including Milk yield competition and Calf rallies on regular basis throughout the state for
upgradation of milk augmentation of milk production.
8. Implementation of State Plan Scheme: ‘Supply of Calf growth meal’ to the female calf
born out of AI on subsidized rate to encourage the owner as well as improvement of
animal health.
9. Strengthening of AI Programme by regular supervision and monitoring of AI activities,
introduction of new technologies like use of sexed semen and high Genetic merit
semen for AI and implementation of NAIP as per guidelines of GOI.
10. Implementation of NEC Project viz. “Distribution of ‘Non-Pregnant crossbred
heifers’ among the farmers” under Cattle Induction programme for dairy
development.
11. Regular follow- up of AI, pregnancy diagnosis and calf births by field professionals on
regular basis.
Infrastructure under TLDA:
1. Office of the Chief Executive Officer at Astabal, Agartala from where planning,
monitoring & execution of all the activities are carried out.
2. Central Semen Bank at RK Nagar, Agartala with a capacity to store & preserve 1.35 lakh
doses of frozen semen straws ( both sexed & non-sexed semen). Quality semen straws
are procured from A grade Bull station and these straws are stored in CSB.
3. 2(two) nos. of Liquid Nitrogen plants at RK Nagar having capacity of producing 1.00 lakh
liters per year. LN2 for field institutions is supplied from this institutional production
along with outsourced liquid nitrogen.
4. AI training Institute (AITI) at RK Nagar (awaiting accreditation from Central Monitoring
Committee. Proposal sent to competent authority).
5. 04(four) nos. semen stations at Agartala, Udaipur, Ambasa & Dharmanagar. Each
semen station is equipped with 5000 liters capacity Vertical LN storage Tanker. At
present, 02(Two) vertical tankers are in function (Agartala and Dharmanagar).Other
02(two) require necessary repairing & maintenance to make them functional. 04(four)
6. 04(four) AI Coordination office at 04(four) district head quarters i.e. Agartala, Udaipur,
Ambasa & Dharmanagar. Offices at Udaipur& Ambasa are functional. Rest two are non
functional.These offices are monitoring cattle development activities in the districts.
7. 436 AI institutions are in function.
8. 207 nos. of Private AI workers are actively engaged with the AI works in the field.
Implementation of projects/schemes:-
1. Implementation of project under “National Project on Cattle & Buffalo Breeding”
under Rastriya Gokul Mission(RGM) funded by Department of Animal Husbandry,
Dairying&Fisheries, Ministry of Fisheries, Animal Husbandry & Dairying, Govt. of India.
2. Implementation of State Plan Fund for cattle development under the component-
“Artificial Insemination works”.
3. State plan fund scheme- Heifer Rearing Scheme (Distribution of Calf Growth Meal i.e.
CGM at subsidized rate (50:50). At present, Scheme
4. Nation wide Artificial Insemination programme (NAIP-Phase I & II).
5. Information Network for Animal Productivity & Health.
6. NEC project titled- “Distribution of Crossbred Non-pregnant Heifer to the farmers of
Tripura” through induction of good quality cattle from outside states.
7. GOI approved Project “Introduction of sexed semen technology for AI in Cattle of 05
(five) districts of Tripura during the year 2020-2023”under“Mukhyamantri Unnat
Godhan Prakalp” for increasing no. of upgraded female cattle in the state vis-à-vis
augmentation in milk production.
8. Krishak Kalyan Abhijan phase I&II in aspirational district i.e. Dhalai district under RGM.

New project proposal submitted to DAHD&F, MoFAHD, GOI & Deptt. of Agriculture & Farmers Welfare, GoT:
1. Establishment/Installation of New Liquid Nitrogen Plants at West Tripura, North Tripura &
Gomati district:
Liquid Nitrogen is very much essential component for cryopreservation, sorting, transportation of the FS straws to the field institutions as well as its use in the field AI units. One of the major constraints for extension of uninterrupted AI activity in the state is lack of adequate quantity of Liquid Nitrogen. The LN2 Plants run by TLDA are too old to produce required quantities of LN2 and require time to time repairing on and often which affects the delivery system as well as field AI network. On the contrary, the procurement through outsourcing has many flaws and loopholes. As requirement for LN2 Is increasing every year, project proposal with an estimated cost of Rs. 1160.00 lakh was submitted to the DAHD&F authority for establishing three new LN2 plants (02 mini plants & 01 medium sized) in three districts i.e. West Tripura, North Tripura & Gomati district on 01-09-2018. The project has not yet been approved /sanctioned.
2. Project proposal for “Introduction of Genomically tested high genetic merit imported bull semen for AI in Cattle”:
With a view to produce high yielding progeny with high production potential vis-à-vis augmentation in milk production in the state, a project proposal with an estimated cost of Rs. 200.00 lakh was submitted to the Department of Agriculture & Farmers Welfare, Govt. of Tripura seeking financial assistance under Rastriya Krishi Vikas Yojana (RKVY) on 29-08-2020. The project has not yet been approved / sanctioned.

“Mukhyamantri Unnat Godhan Prakalp”
The project proposal for “introduction of sexed semen technology for AI in cattle of 05(five) districts of Tripura (West Tripura, Sepahijala, Khowai, Gomati & Dhalai) during the year 2020-2023” was approved by Department of Animal Husbandry, Dairying & Fisheries, Govt. of India
at 90:10sharing basis.
Accordingly, the DAHD&F, GOI has sanctioned Rs.1325.40 lakh (Rs.1310.40 lakh for procuring 312000 semen doses & Rs. 15.00 lakh for training etc.) for implementation of the project earmarking the cost of each sexed semen straw at Rs.420/-(CSS=Rs.378/- & State share=Rs.42/-).Therefore, total GOI share for 312000 semen doses is Rs.1179.36 lakh & State Govt. Share for 312000doses is Rs.131.04 lakh.
The Govt. In ARDD has planned to introduce this new technology for AI in all the 05 districts of Tripura under “Mukhyamantri Unnat Godhan Prakalp” which was ceremonially launched on 28-10-2020 by the Hon’ble Chief Minister, Govt. of Tripura. First consignment of 22000 doses of sexed semen has already been procured& AI work has been started in all the 05 districts.
The rate per semen dose has been fixed at Rs. 519.00.The beneficiary would be charged Rs. 50.00 per semen dose at the time of each AI. The cost break up of per dose semen:
GoI share (90:10) Rs. 378.00
State Govt. Share (90:10) Rs. 42.00
State Subsidy Rs. 27.15
Rastriya Gakul Mission Rs. 21.85
Beneficiary Share Rs. 50.00
312000 sexed semen doses would be procured & utilized during 03(three) years i.e.2020-21to20220-23 & 156000 nos. of breedable cattle would be covered in 03 years.
First consignment of 22000 doses of sexed semen has already been procured& AI work has been started in all the 05 districts.
