An Overview of Tripura Livestock development Agency:
Tripura Livestock Development Agency was established on 4th July, 2009 with a view to look after the Cattle & Buffalo development work under NPCBB. The existing infrastructure and manpower of earlier ICDP-I and II are utilized for the functioning of TLDA. The Governing body has been reconstituted with 8 members under the President ship of Hon’ble Minister, ARDD.
TLDA caters the activities related to Cattle & Buffalo Development. It was established with following objectives:
a. To improve the production and productivity in cattle and buffaloes through improvement of genetic merit of local Indigenous (ND) cattle & buffaloes.
b. To uplift the socio-economic status of livestock farmers through increased income generation from dairy sector.
c. To bring awareness & to advice the farmers to adopt scientific cattle & buffalo rearing & AI work for crossbreeding & upgrading.
d. To work intensively for the development of cattle and buffaloes in State.
Monitoring Authority for TLDA:
The Government in ARDD has reconstituted the Governing body as well as Executive body of TLDA for proper monitoring and implementation of the “Centrally Sponsored Scheme entitled National Project for Cattle & Buffalo Breeding”(RGM) vide as following:-

Brief activities of TLDA:
1. Up gradation of local indigenous cattle (Non-descriptive) and buffaloes of the state through Artificial Insemination (AI).
2. All the activities under Rashtriya Gokul Mission (RGM) as per guidelines of Govt. of India (GoI).
3. Supply of AI logistics like Frozen Semen doses, LN2, AI equipments to all the AI institutions and Private AI workers.
4. Regular training of AI professionals inside & outside the state for skill up-gradation. Refresher training for Private AI
Workers (Door Step AI Workers). Conduction of 03 month’s training programme for inducting new Private AI Workers /MAITRIs.
5. Organization of fertility management and awareness camp by expert professionals for bringing eligible female cattle under AI with a view to augment milk production in the State.
6.. Organization of ‘Milk yield Competition’ and ‘Calf Rallies’ on regular basis throughout the state to create awareness among the dairy farmers about Scientific Dairy farming and to encourage the farmers to adopt Crossbreeding & Grading-up programmes of TLDA.
7. Regular follow- up of AI, Pregnancy Diagnosis and Calf born by field professionals..
8. Implementation of HRS.
9. Regular supervision and monitoring of AI activities and implementation of NAIP.
- Implementation of Cattle induction from outside States.
Infrastructure under TLDA:
1.Office of the Chief Executive Officer at Astabal, Agartala from where planning, monitoring & execution of all the activities are carried out.
2. Central Semen Bank(CSB) at RK Nagar, Agartala with a capacity to store & preserve 1.35 lakh doses of frozen semen straws ( both sexed & non-sexed semen). Quality semen straws are procured from A grade Bull station and these straws are stored in CSB.
3. 2(two) nos. of Liquid Nitrogen production plants at RK Nagar having capacity of producing 1.00 lakh liters per year. LN2 for field institutions is supplied from this institutional production along with outsourced liquid nitrogen.
4. AI training Institute (AITI) at RK Nagar (accreditated by Central Monitoring Committee).
5. 04(four) nos. semen stations at Agartala, Udaipur, Ambasa & Dharmanagar. Each semen station is equipped with
5000 liters capacity Vertical LN storage Tanker. At present, 02(Two) vertical tankers are in function (Agartala and Dharmanagar).Other 02(two) require necessary repairing & maintenance to make them functional.
6. 04(four) AI Coordination office at 04(four) district head quarters (Agartala, Udaipur, Ambasa & Dharmanagar
These offices are monitoring cattle development activities in the districts.
7. 441 nos AI institutions are in function.
8.280 nos. of Private AI Workers (Door Step AI Workers) are actively engaged with the AI works in the field.
Implementation of projects/schemes:-
1. Implementation of project under “Rastriya Gokul Mission (RGM)” funded by Department of Animal Husbandry & Dairying,
Ministry of Fisheries, Animal Husbandry & Dairying, Govt. of India.
2. Implementation of State Plan Fund for cattle development under the component-“Artificial Insemination works”.
3. Implementation of Govt. of India approved Project “Introduction of sexed semen technology for AI in Cattle under
flagship priority project titled-“ Mukhyamantri Unnat Godhan Prakalp ” for increasing no. of upgraded female cattle in the
State vis-à-vis augmentation in milk production.
4. Implementation of GoI project –titled-“Nationwide Artificial Insemination Programme (NAIP-Phase I, II, III & IV)”
for strengthening of AI programme by regular supervision and monitoring of AI activities & through introduction of new
technologies under “Accelerated Breed Improvement Programme of GoI”.
5. Implementation of GoI project –titled-“North Eastern Region (NER) AI project.
6. Implementation of projects under Rashtriya Pashudhan Vikas Yojana.
7. Implementation of GoI project –titled-“Information Network for Animal Productivity & Health (INAPH)”.
8. Implementation of State Plan Scheme-titled- Heifer Rearing Scheme i.e. ‘supply of Calf growth Meal(CGM)’ to the
female calf born out of AI on subsidized rate (50%) to ensure optimal growth, timely puberty & sexual maturity in
the replacement stock.
9. Implementation of NEC Project viz. “Distribution of ‘Crossbred heifers’ to the farmers” under Cattle Induction
programme for dairy development.
10. Service provider for CSS Scheme “Mobile Veterinary Unit (MVU)” to extend animal health care facilities at the
farmer’s doorstep.

Summery on Important projects implemented by TLDA apart from RGM
- Mukhyamantri Unnat Godhan Prakalp (MUGP)” i.e. “Artificial Insemination in Cattle with sexed semen”:
The project proposal for “introduction of sexed semen technology for AI in cattle of Tripura during the year 2020-2023” was approved by Department of Animal Husbandry, Dairying & Fisheries, Govt. of India at 90:10sharing basis and sanctioned the project with total outlay of Rs. 1325.40 lakh considering cost of per dose sexed semen as Rs.420.00. Central share for the project is Rs. 1194.36 lakh & State share is Rs. 131.04 lakh.
a. Objective of the initiative
i. Production of only female calves with high genetic merit i.e. of desired Sex for dairy sector.
Ii. Getting rid of progeny of unwanted sex i.e. male calves.
iii. Augmentation in milk Production in the State vis-a vis income Generation & Employment Creation.
iv. Provision for high quality replacement stock for the dairy farmers without extra investment.
v. Optimal and Gainful Utilization of available animal feed & fodder resources.
The flagship programme titled “Mukhyamantri Unnat Godhan Prakalp” through introduction of sex sorted semen for Artificial Insemination in cattle throughout the state has been launched by the Hon’ble Chief Minister, Govt. of Tripura 0n 28/10/2020 with a view to produce more no. of upgraded high yielding female cattle in the state vis-à-vis augmentation in milk production & increase in income generation of the dairy farmers.
The project period is 2020-21 to 2022-23 but Govt. of India has approved the extension proposal for project period up to September,2024 considering delayed start and disruption in the implementation process due to 1st & 2nd wave of Covid-19 Pandemic.
Total project cost =Rs.16.1928 crores.
Break-up of the project cost:
1. Central Share = Rs. 11.7936 crore.
2. State Share =Rs. 1.3104 crore
3. State subsidy =Rs. 1.93908 crore
4. RGM share =Rs. 0.68172 crore
5. Beneficiary share =Rs. 0.4680 crore
- The cost per dose sexed semen is Rs. 519.00.
- Total subsidy to the beneficiary per dose of sexed semen is Rs. 504.00.
- Target is to cover 156000 nos. of eligible breedable female cattle in 03 years using 3.12 lakh doses of sexed semen.
- Target ed to produce 40000-50000 female calves after completion of the project.
Outcome till July, 2023:
Total AI done since inception = 206565 nos.
Total of eligible breedable female cattle covered =121508 nos.
Female calves born=31683
2. NEC project-Distribution of CB heifer to the farmers of Tripura (90:10)
Objective:-
i)To increase technical knowhow of the farmers on scientific rearing of crossbreed cattle.
ii) To increase the no. of crossbred female cattle through cattle induction from outside state.
iii) Augmentation in milk Production in the State vis-a vis income Generation & Creation of employment opportunities in dairy sector.
Target: 400 no. of beneficiaries throughout the state @ 50 nos. per districts ( 25 nos. per GP in a district ).
Total project cost:= Rs.360.00 lakh @ Rs.90,000.00 per beneficiary.
NEC share=Rs.324.00 Lakh & State Share=Rs.36.00 Lakh.
Targeted to implement in three phases.
- 1st phase=80 nos.(Completed- West Tripura=50 nos. Khowai=30 nos.)
- 2nd phase=240 nos. (Completed 140 nos. Sepahijala=50 nos., North Tripura=50 nos. Unakoti=20 nos., Gomati=20 nos.). To be implanted in South Tripura=50nos. ,Gomati =30nos. & Khowai=20nos. during 2023-24
Fund already placed to respective district authority.
- 3rd phase=80 nos.(Fund yet to be received. Target to cove---30 nos in Unakoti & 50 nos. in Dhalai district)
Heifer Rearing Scheme: “Distribution of balanced ration (Calf Growth Meal) to the female calves born out of AI at subsidised rate (50%)” during 2022-23 &2023-24
Objective:-
i) To improve survivability of female calves born out of AI.
ii) To attain puberty, sexual maturity of the AI born female calves in due time.
iii) To attain optimal growth of the future replacement progeny.
Target: 6000 nos. of families having female calves born out of AI (for 01 no. of female calf per family). Each female calf requires 1020 kg of Calf Growth Meal from the age of 61 days to 28 months. o
- Total project cost=Rs.525.00 Lakh. during 2022-23 .
- Estimated rate of per Kg ration=Rs.36.00 (Govt. share=Rs.18.00, Beneficiary Share=Rs.18.00).
- Implementation through DBT mode. i.e. Govt. share placed directly in beneficiary Accoun
- Implementation in 03 phases.
- Implementation has been completed for 2022-23 by TLDA. Requisite has already been placed to the respective district & block authority.
- Total project cost=Rs.288.00 Lakh. during 2022-24 .
- Estimated rate of per Kg ration=Rs.40.00 (Govt. share=Rs.20.00, Beneficiary Share=Rs.20.00).
- Implementation through DBT mode.
- Implementation would be completed during 2023-24. Fund yet to be received.
New project sanctioned by Deptt. of Animal Husbandry & Dairying(DAHD) , Govt. of India:
- Establishment/Installation of New Liquid Nitrogen Plants at West Tripura, Unakoti & Gomati district:
Liquid Nitrogen is very much essential component for cryopreservation, sorting, transportation of the FS straws to the
field institutions as well as its use in the field AI units. One of the major constraints for extension of uninterrupted AI
activity in the state is lack of adequate quantity of Liquid Nitrogen.
LN2 Plants run by TLDA are too old to produce required quantities of LN2 and require time to time repairing on and often which affects the delivery system as well as field AI network. On the contrary, the procurement through outsourcing has many flaws and loopholes.
As requirement for LN2 Is increasing every year, project proposal with an estimated cost of Rs.2475.00 lakh was
submitted to the DAHD authority for establishing three new LN2 plants (03 no. of medium sized plants ) in three
districts i.e. West Tripura, Unakoti & Gomati district.
The govt. of India approved the project and sanctioned amount of Rs.1175.00 lakh.
The implementatation of the project is in progress .
2. Establishment of Modern AI Training Institute
Project proposal for establishment of Modern AI training institute has ben approved by DAHD, Govt. of India
& sanctioned Rs. 330.00 lakh. The implementatation of the project is in progress.
